Since all the doctors were killed or enslaved by the dictator. In order to keep his friends alive, the dictator forced his scientists to create a portable “hospital.” Held up by hydrogen boosters, the tanks can hold a lot of medicine/oxygen. Four years later the dictator was murdered and it was released to the public. It turns out tubes are more useful than doctors.
