System for secret undetectable traffic light communications.  All media channels aren’t safe for free communication.  The gorillas rebels are undetectable flashing lights to talk undetected.  Clunky?  Yes, but it is the only way left.  It also contains an emergency measure where the rebels can cause chaos by causing the traffic lights to mis-fire.
